It stated from the mean result scores of the test was 85 and less than 20% of the students got the result below 80. ![]() The result of data analysis showed that the implementation of the scanning and skimming technique can improve students' reading ability. The researcher collected the data by documenting, observing and interviewing. The researcher took the third semester students of STKIP Paracendekia NW Sumbawa in academic year 2015/2016 as the subject of the study. This research was a descriptive qualitative research. This research aimed at: (1) to know whether the implementation of the scanning and skimming technique can improve reading ability, (2) to investigate how the scanning and skimming technique in implementing to teaching reading at the third semester students of STKIP Paracendekia NW Sumbawa in academic year 2015/2016. If we do not concern ourselves with this we are not doing our job and in fact are doing the student a disservice. ![]() We should be concerned with imparting to the students the tools and skills they need to comprehend text in the most convenient and effective manner. It is my contention that at the advanced reading level (be it in high school or university) we should be Foreign Language READING teachers first. They base their objection on the following grounds: 1) students need to practice vocabulary skills, learn syntax, morphology and grammar 2) until students know the words and grammatical points in a given article they cannot begin to read with comprehension, much less read for an overview 3) students are unprepared for this technique because they cannot, or do not, do it in their native language, Hebrew 4) teachers themselves do not read with these techniques so it is equally irrelevant for the student 5) finally, teachers perceive themselves to be primarily language teachers, who prefer to work their way UP to comprehension with their students, rather than as reading teachers, who deal with external, conceptual, and organizational elements present in the text. However, many teachers are skeptical about the applicability of this approach to foreign language students. By now the use of skimming has been widely accepted in teaching reading to NATIVE speakers. McCluskey was influenced by the Gestalt school of psychology which emphasized the value of an initial impression of wholeness before an analytical attack was made on the parts which derived their meaning from the whole. The experimenter McCluskey, reported there were clear indications that "preliminary skimming ENHANCED the rate of normal reading without appreciably limiting comprehension" 2 although some cases of decreased comprehension were reported. In their conclusion Whipple and Curtis suggested that although further investigation of the effect of the practice of skimming is required, in "the absence of evidence to the contrary, systematic drill in skimming is DESIRABLE in children who have mastered the mechanism of reading and who are using reading regularly as a tool for the acquisition of knowledge." 1 It took about seventeen years until the next article was published in 1934. The study concentrated on the different methods that subjects use to skim, the kinds of material best suited for skimming, and the relationship between the time it takes to read an article, its length, and the ease with which the reader skims. ![]() The literature on experimentation in skimming and scanning goes back a little over sixty years to 1917, when the first published experimental study of the process of skimming in reading was published by Whipple and Curtis.
